Plan of measures in the file on the intelligence investigation concerning Steinhardt Nicu Aureliu
On 24.XI.1972, an information file was opened on Steinhardt Nicu Aureliu, son of Oscar and Antoinette, born on 29.07.1912 in Bucharest, lawyer, retired, residing at 3 Ion Ghica Street, Sector 4, Bucharest.
The purpose of the file is to clarify the following issues:
– Urgently determine whether the work entitled “The Diary of Happiness”, written by Steinhardt Nicu Aureliu, has been illegally removed from the country for publication;
– to establish whether the above-mentioned work has been distributed for study to other persons in the entourage of Steinhardt Nicu Aureliu.
In order to carry out the above tasks, the following measures will be taken:
1. To study the possibility of carrying out a secret search of Steinhardt Nicu Aureliu’s house or a legal search (on the pretext of an anonymous report on the possession of weapons, currency, etc.) in order to obtain the manuscript of the work written by the aforementioned.
Deadline: 10 December 1972.
In charge: Lieutenant Ciucă Ion.
2. Within the framework of the measures approved in the files of the “Bucovineanul” and “Poetul” information pursuit, in which Steinhardt Nicu Aureliu is linked, as soon as these files have been called to our bodies, Steinhardt Nicu Aureliu will also be investigated, on which occasion a search will be carried out.
Deadline: 15 December 1972.

3. An ATS and an AMT or a mobile technical device (epeka) will be installed in order to verify his attitude during and after his summons to the Securitate organs and to weaken his links. We consider the installation of these means to be a priority over the ATI, as the target is suspicious of the latter.
Deadline: 10 December 1972.
In charge: Lieutenant Ciucă Ion.
4. In order to establish the connections of the named Steinhardt Nicu Aureliu, the measure of operative surveillance for 10 days is taken.

5. All persons living in the vicinity of Steinhardt Nicu Aureliu will be checked in the files of our bodies, in order to determine the possibilities of intercepting mobile technical means, if such means are to be installed, and to establish the relations between the aforementioned and his neighbours.
Deadline: 10 December 1972.
In charge: Lieutenant Ciucă Ion.
6. In view of the fact that Steinhardt Nicu Aureliu has correspondence with several persons abroad, the interception of mail will be carried out for a period of six months in order to determine the nature of the correspondence.
Deadline: 30 November 1972.
In charge: Lieutenant Ciucă Ion.
7. The information network will be directed to determine whether the work has been passed on to other persons or whether it has been smuggled out of the country. Also to establish Nicu Steinhardt’s reaction to the call to our bodies.
