Plan of measures in the investigation file on “Ortodoxul”
In view of the material we have so far, the following tasks must be carried out:
– To establish his attitude, whether he is engaged in hostile activity and what it consists of, the nature of the links with his circle of friends towards whom he is hostile;
– To gather evidence of the activity we believe he is engaged in, in order to prevent any hostile action he may take.
The following steps will be taken to carry out the above tasks:
1. The agents:
Agents ‘Radu’, ‘Marin Oltescu’ and ‘George’ will continue to be managed;
– The agent “Radu” of Lieutenant Turcitu A., who works in the same workplace as the target, will be instructed to approach him in order to determine his behaviour at work, as well as the persons towards whom he has some hostile manifestations;
– the agent “Marin Oltescu” of Captain Nătălețu D., with whom he has a long relationship, will be instructed to further develop his links with the target, to follow his mystical-religious activity and to establish his attitude towards the policies of our State;
– The agent “George” of Lt. Ionescu’s liaison, who is able to visit the target at home and is on good terms with him, will be instructed to maintain contacts in order to learn about his concerns at home, his attitude and the visits he receives or makes to the various friends he has.
2. Other measures:
– With the help of Serv. IV, we will find out which church he attends and what possibilities there are, with the help of the existing agents, of getting to know his behaviour and [the] activity he carries out along mystical-religious lines;
– To establish the current attitude of the target’s entourage, to know the nature of the links between them, to see if they are susceptible to hostile activity or influence;
– As the target has extensive correspondence with France and England, as well as with a number of elements with a history in the province, we will monitor the correspondence over a period of four months.
– Depending on the results, further action will be taken and in three months’ time the verification file will be submitted for analysis.

We have examined the material in the file and the following has emerged:
– Steinhardt Nic. is of interest, but he was not worked more actively with agents who had the possibility to work with him, e.g. with agents “Popescu Ilarie” and “Petroniu”;
– although we used ITL, information such as Marica Muzicescu, who provided him with secret documents, was not used.
