Brother Mândroni Valer was born on 9 February 1902 in the village of Ciula Mare, near Hațeg, Hunedoara County, to Petru and Ana. He had five brothers. After completing elementary school, he remained with his parents, becoming a diligent and capable farmer. Following his discharge from the army, he married Voichița, and together they had two children: Valer and Iulius. Respected by all for his dedication and skill, he was elected mayor of his village, serving from 1933 to 1940. Farmer Valer Mândroni was born into a family with deep roots in the land of Hațeg. It was a family of native Romanians with a long genealogy, faith in God and a perfect respect for work, honesty and justice. He went to school in his native village and graduated in 1915. He showed a love of learning, but the cost of higher education was too high for him to complete his studies.
